Now let's look at a 10k debuff:
- 15000 armor, 66% mitigation (5125 DMG)
- 18k, 68% mitigation (4874 DMG)
- 21k, 69% mitigation (4623 DMG)
- 26k, 72% mitigation (4204 dmg )
And now a 8k debuff:
- 15k, 67% mitigation (4958)
- 18k, 69% mitigation (4706)
- 21k, 71% mitigation (4455)
- 26k, 73% mitigation (4036)
Based on that, it looks like a 2% reduction to their total mitigation. But looking at the DMG hurting your 15000 resist target, adding 5280 pen will add about 419 DMG to your burst number. Major breach/fracture will give you that extra DMG.
While a low amount, if they didn't use a shield or high impen, you could be looking at a higher initial DMG and in turn a higher burst. If you try to stack higher than 10k, without a debuff mechanic, you'll have to choose between reducing elfborn or reducing your dmg mitigation stars. At high CP levels you might be able to give up some points, but overwise you still need 155 points total for minimum offense (and 75 points left over)
Conclusion:
10k pen in PvP seems to be ideal. After that, you'll give up too much DMG/crit to capitalize on the DMG bonus and before 10k you'll do less DMG on the target. This means less crit and less burst DMG. Using a debuff spell will give you extra burst without giving up on stats so that's why I say aim for 10k pen in PvP.
I'm sure someone can write a better summary (especially with showing exactly how increasing the DMG is at 7-8k pen compared to using 10k pen and a 5280 debuff), but that's how I feel about penetration versus DMG in PvP. As a Templar my DMG tooltips are not high compared to nightblades, so taking spell erosion away and adding another 2-3% in tham/master didn't make much sense since adding 5280 pen was giving me more DMG.
Also shields/block weren't calculated. But then again, shields can be cc'd to prevent recasting and with the changes to some abilities going through block I imagine block not being much of an issue.

There are WAY too many ESO players posting suboptimal builds on forums that they haven’t extensively tested and optimized.
They think their build is good just because they picked some good stats and items that they hear are good.
If only it were that easy…

Well today I’m going to give you a few short cuts that will allow you to greatly improve the effectiveness of your build by showing you the important things we have learned by doing hundreds of hours of testing for our ESO character builds guide. (More info & link at the end of this post)
I. Best Race Choices for a Sorcerer
Race Choices For Stamina Builds:Last episode of dmg.
The best choice at the moment is Redguard for PvE DPS. Since the Khajiit critical passive was fixed they have become a top contender for maximum DPS now. If you want a more well-rounded race so you can switch between multiple roles you can pick Imperial.
Race Choices For Magicka Builds:
- Magicka DPS & PvP: High Elf for the 4% increased dmg to elemental spells, also has higher magicka pool and magicka regen. You can still hit really good numbers if you pick Breton or Dark Elf (Dunmer) but High Elf will be your best option.
- Healer: Breton, the reduced spell cost and high magicka pool is essential for efficient healing. Second best choice will be High Elf.
II. Prioritize The Right Stats/Attribute Points
Stats For Stamina DPS Builds: To do end game content you will want around 18k HP so you don’t get one shot. After you make sure you have 18k HP you should dump all your extra stats from attribute points and enchants into stamina. If you are still leveling up just make sure you keep putting some points into health, if you start getting one or two shot that means you are putting to many points into stamina.
You should prioritize your stats in this order for optimal Stamina DPS Builds:
- Armor Penetration
- Weapon Damage
- Weapon Critical
- Max Stamina
- Reduced Stamina Cost
- Stamina Recovery
Stats For Magicka Builds: You will also want about 18k HP for magicka builds if you are planning to do end game content and if you are still leveling just make sure you are putting enough points into health so you don’t get one or two shot by packs of mobs.
You should prioritize your stats in this order for optimal Magicka DPS Builds:
- Spell Damage
- Spell Critical
- Spell Penetration
- Max Magicka
- Reduced Magicka Cost
- Magicka Recovery

III. Pick The Right Mundus Stone
Stamina Based Mundus Stones: Most characters should run the Thief mundus stone for maximum DPS but Khajiit Sorcerers with a high critical strike chance should run Shadow.
Magicka Based Mundus Stones: The Thief is defiantly the way to go for magicka DPS builds, the Thief increases your critical chance which allows you to use your ultimate “Overload” more often. For healing builds you should swap mundus stones to the Atronach, the ability to consistently heal is way more important than your damage output.

IV. Optimal Champion Points For Your Character Build
Your Champion points are going to vary based on your exact build, game content you are doing, whether you are going for single target or AoE damage, and group setup. Below we have put together some basic templates for you to start with and modify based on your needs.
